Commissie wil aanpassing EU-begroting 2013 om toetreding Kroatië te kunnen faciliteren (en)

The Commission has proposed its first amendment to this year´s EU budget. Additional EUR 655.1 million in commitment and EUR 374.0 million in payment appropriations reflect the amounts agreed in the accession negotiations between the EU and Croatia EUR 22 million planned on administration have already been included in the budget adopted last December. The proposal envisages Croatia's national contribution to the EU budget of EUR 211.9 million. Further EUR 22.4 million collected as customs duties by Croatia are estimated to come to the EU budget in 2013.

The Commission has also proposed to adjust the current Multiannual Financial Framework (2007-2013). The ceilings for commitment and payment appropriations are to be increased by EUR 666 million and by EUR 374 million respectively. In commitments the Accession Treaty foresees that EUR 449.4 million will be reserved for Croatia under the structural and cohesion funds in 2013. One third of this amount (EUR 149.8 million) has been reserved for the Cohesion Fund. The proposed split between the European Regional Development Fund (EUR 228.4 million) and the European Social Fund (EUR 60 million) will be adjusted if requested by Croatia. EUR 40 million is reserved for Croatia to finance actions at the new external borders of the Union under the so called ‘Schengen Facility´. A ‘Transition Facility’ of EUR 29 million is to assist Croatia in developing and strengthening its administrative and judicial capacity to implement and enforce Union law. EUR 8.7 million has been pre-allocated from the European Fisheries Fund.

Other proposed amounts are indicative as they cover expenditure which cannot be pre-allocated to any Member State. For example, additional EUR 37.4 million in commitments are proposed for Seventh Framework Programme for research (FP7) and EUR 9.8 million for Lifelong Learning. Croatia has already been participating in both programmes as a Candidate country.
