80% of legislative files are concluded in the so called trilogues between Council, Parliament and Commission. Trilogue meetings and documents are not made public. A recent judgment of the General Court of the EU has ruled that the European Parliament should, upon request, in principle grant access to the negotiation documents (so-called "four column documents" in which the institutions' positions and compromise proposals are outlined). As the Parliament's Rapporteur for the Reception Conditions Directive, Ms In ‘t Veld wishes to contribute to more transparency and publish the full meeting schedule and agenda. The schedule and agenda may be subject to change.
