80% of legislative files are concluded in the so called trilogues between Council, Parliament and Commission. Trilogue meetings and documents are not made public. A recent judgment of the General Court of the EU has ruled that the European Parliament should, upon request, in principle grant access to the negotiation documents (so-called "four column documents" in which the institutions' positions and compromise proposals are outlined).
