Question on oversight on the source of intelligence IntCen

On Wednesday 10 December, the head of the EU intelligence-sharing bureau IntCen, Mr Salmi, said he had "no way of checking if its information was obtained using torture".*

Does the High Representative consider the use of information from unverified source of intelligence compatible with the principle of transparency and openness when debating policy options in relation to the fight against terrorism, and what action will the High Representative take to ensure IntCen is able to verify the source of intelligence information which is then transmitted to EU institutions and officials?

Can the High Representative explain if IntCen is bound by the EU Treaties, what other legal regimes apply to IntCen, and from which third countries IntCen obtains intelligence?

Can the High Representative explain what arrangements are in place for independent and democratic oversight over IntCen, on the verification of the source, and for ensuring that the work of IntCen is fully in line with the highest standards of human rights and the democratic rule of law as required by the EU Treaties?
