Het is een beetje als de dokter die zegt: “je voelt er helemaal niets van”. Dan weet je al dat het verrekte pijn gaat doen.

Woorden ter geruststelling kunnen onbedoeld juist heel alarmerend werken. In een crisissituatie, zoals nu in de eurozone, is het dan ook verstandiger op cruciale momenten geen onnodige onrust en onzekerheid te veroorzaken.

De woorden van Eurocommissaris Kroes in de Volkskrant leidden vandaag dan ook tot veel reuring. Juist op het moment dat de onderhandelingen met Griekenland het moeilijkste punt hebben bereikt, komen er verschillende geluiden vanuit de Europese Commissie. Commissievoorzitter Barroso en verantwoordelijk Begrotingscommissaris Rehn verklaarden meteen dat er helemaal geen sprake is van een Grieks vertrek uit de eurozone. Minister-president Rutte viel Kroes echter bij, hoewel ook hij nog eens herhaalde dat het doel is om Griekenland binnenboord te houden.

Neelie Kroes is een overtuigd Europeaan, die persoonlijk al jaren fier en onvermoeibaar de Europese zaak bepleit. Het is dus niet aannemelijk dat ze daadwerkelijk speculeert op een Griekse exit uit de eurozone. Degenen die zich na lezing van haar woorden al verkneukelden, juichen te vroeg.

En dat is maar goed ook. Want een Grieks vertrek bagatelliseren is een riskant spel. Allereerst is het nog maar zeer de vraag of de financieel-economische gevolgen zo beperkt blijven als premier Rutte beweert. Het is de vraag of er dan ook andere landen uit de eurozone gaan vallen. En hoe serieus zal de wereld de euro nog nemen als reservemunt, als Europa er niet in slaagt de eigen landen binnenboord te houden?

Daarnaast gaan Rutte en Kroes volstrekt voorbij aan de bredere politieke impact. Als Griekenland uit de euro valt, tekent dat het failliet van de methode waarmee Europa in zestig jaar is opgebouwd tot het meest stabiele en welvarende continent ter wereld. Met de Europese soft power, overreden en overtuigen met vreedzame middelen en zachte dwang, zijn uit de economische en maatschappelijke puinhopen na twee wereldoorlogen en decennia van dictatuur in Oost- en Zuid-Europa, welvaart, vrede en een ongekende mate van vrijheid voortgekomen. Europa werd níet een succes doordat we alleen de allersterkste economieën en democratische staten lid lieten worden, maar juist door samenwerking en onderlinge verwevenheid. Precies zoals de founding fathers het bedoeld hadden. Als daar één land uitvalt, is de methode van Europese integratie uitgewerkt.

Het speculeren op een uitstap van Griekenland uit de eurozone heeft meer te maken met het kiezerspubliek in landen als Nederland, Duitsland of Finland dan met de daadwerkelijke problemen in Griekenland. In plaats van “geen man overboord”, de woorden van Kroes, zou ik liever zeggen: “Alle hens aan dek!”

The words of EU Commissioner Kroes in today’s Dutch newspaper De Volkskrant did not fail to cause a big stir. Just when negotiations inGreece were coming to a crunch point, contradictory statements are made from within the European Commission. Commission President Barroso and responsible Budget Commissioner Rehn rushed to declare that a Greek eurozone exit is out of the question. Dutch Prime Minister Rutte however, backed Kroes, although he too reiterated the explicit aim of keepingGreece in the eurozone.

Neelie Kroes is a convinced European, who for years has been making the case forEurope, proudly and tirelessly, from a deep personal commitment. It is not very likely that she is really speculating on a Greek eurozone exit. Those opponents of the common currency who took hope from Kroes’ words, cheered too soon.

Fortunately. Because downplaying a Greek eurozone exit is a risky game. First of all it remains to be seen if the financial and economic impact will be as limited as Prime Minister Rutte claims. Exactly what the Founding Fathers had in mind. If one country is taken out, that means the method of European integration no longer works.

Speculating about a Greek eurozone exit has more to do with the mood of the electorate in countries like theNetherlands,GermanyorFinland, than with the reality on the ground inGreece. Instead of “no man overboard”, I would say: “all hands on deck!”
