COUNCIL REGULATION (EU) No 754/2011
of 1 August 2011
amending Regulation (EC) No 881/2002 imposing certain specific restrictive measures directed against certain persons and entities associated with Usama bin Laden, the Al-Qaida network and the Taliban
THE COUNCIL OF THE EUROPEAN UNION,
Having regard to the Treaty on the Functioning of the European Union, and in particular Article 215(2) thereof,
Having regard to Council Decision 2011/487/CFSP of 1 August 2011 amending Council Common Position 2002/402/CFSP concerning restrictive measures against Usama bin Laden, members of the Al-Qaida organisation and the Taliban and other individuals, groups, undertakings and entities associated with them (1), adopted in accordance with Chapter 2 of Title V of the Treaty on European Union,
Having regard to the joint proposal from the High Representative of the Union for Foreign Affairs and Security Policy and of the European Commission,
Whereas:

On 27 May 2002, the Council adopted Common Position 2002/402/CFSP (2) and Regulation (EC) No 881/2002 (3). |

On 17 June 2011, the United Nations Security Council, acting under Chapter VII of the Charter of the United Nations, adopted Resolution 1989 (2011) concerning threats to international peace and security caused by terrorist acts. |
(3) |
On 1 August 2011, the Council adopted Decision 2011/487/CFSP. |
(4) |
Regulation (EC) No 881/2002 should therefore be amended accordingly, |
HAS ADOPTED THIS REGULATION:
Article 1
Regulation (EC) No 881/2002 is hereby amended as follows:

the title is replaced by the following: |
(2) |
in Article 1(5), the words ‘and the Taliban’ are deleted; |
(3) |
in Article 2(3), the words ‘Usama bin Laden’ and ‘and the Taliban’ are deleted. |
Article 2
Annex I to Regulation (EC) No 881/2002 is hereby amended in accordance with the Annex to this Regulation.
Article 3
This Regulation shall enter into force on the day following its publication in the Official Journal of the European Union.
This Regulation shall be binding in its entirety and directly applicable in all Member States.
