EU market for fishery and aquaculture products
European Union fishery and aquaculture producers need to improve their production methods and their marketing. Consumers need to be better informed about fishery and aquaculture products marketed within the EU.

SUMMARY
WHAT DOES THIS REGULATION DO?
In the context of the reform of the common fisheries policy (CFP), the regulation revises the aims and instrument of the common organisation of the markets of fishery and aquaculture products.
KEY POINTS
The scheme covers 5 main areas:
professional organisations;
marketing standards;
consumer information;
competition rules;
market intelligence (i.e. the collection and analysis of relevant market data to inform decision-making).
The regulation sets out a number of specific objectives for professional organisations including the promotion of sustainable fishing and the reduction of discards. The reform also places more focus on their own production and marketing plans. The rules and structure of these plans are provided in a subsequent implementing regulation, and the Commission has set out its recommendations for the role of competent national authorities in this respect.
Rules on the recognition of professional organisations and inter-branch organisations are set out in the text and in a further implementing regulation.
Common marketing standards are established for fishery products regardless of whether their origin is from within or outside of the EU. Those fishery products that do not comply with these standards may still be used for purposes other than direct human consumption, (e.g. petfood, cosmetics).
Labelling for consumers must indicate:
the commercial designation of the species (i.e. name or names accepted or permitted locally or regionally in a country) and its scientific name;
the production method;
where the product was caught or farmed and the category of fishing gear used;
whether the product has been defrosted;
the date of minimum durability, where appropriate.
Whilst the common organisation of markets is subject to competition rules, there are certain exceptions to ensure the proper functioning of the policy and the achievement of EU objectives (e.g. joint facilities for the storage, treatment or processing of fishery and aquaculture products).
The Commission is to provide market intelligence for professional organisations through economic analysis as well as practical support and coordination.
This regulation is the second of 3 elements in the legislative package of CFP reform. It accompanies the new regulation on the CFP and the regulation on the European and Maritime Fisheries Fund.
WHEN DOES THIS REGULATION APPLY?
From 1 January 2014.
