Education, Audiovisual and Culture Executive Agency
This decision establishes the Education, Audiovisual and Culture Executive Agency. It defines the role and remit of the agency for managing Community programmes in these fields.
ACT
Commission Decision 2009/336/EC of 20 April 2009 setting up the Education, Audiovisual and Culture Executive Agency for the management of Community action in the fields of education, audiovisual and culture in application of Council Regulation (EC) No 58/2003.
SUMMARY
This decision sets up the ‘Education, Audiovisual and Culture Executive Agency’ in accordance with Council Regulation (EC) No 58/2003 and repeals Decision 2005/56/EC. The agency is re-established for the period 1 January 2014 - 31 December 2024 to manage Community action in these three fields. It is located in Brussels.
Objectives and tasks
The agency is responsible for managing certain strands of the following Community programmes, as well of the legacy of their predecessor programmes:

The programme ‘Europe for Citizens’; |
4. |
The European Voluntary Humanitarian Aid Corps - EU Aid Volunteers programme; |

Projects in the field of higher education under the following external cooperation instruments: |

Regulation of the European Parliament and of the Council on the Instrument for Pre-accession Assistance (IPA II); |
— |
Regulation of the European Parliament and of the Council establishing a European Neighbourhood Instrument; |
— |
Regulation of the European Parliament and of the Council establishing a financing instrument for development cooperation; |
— |
Regulation of the European Parliament and of the Council establishing a Partnership Instrument for cooperation with third countries; |
— |
Council Regulation on the implementation of the 11th European Development Fund. |
Structure, grants and supervision
The Commission appoints a steering committee and a Director to manage the agency, the former for a period of two and the latter for a period of four years. For its operation, the agency is allocated a grant from the EU's general budget, as well as finances from third countries and the European Development Fund. The Commission is responsible for supervising the agency. The agency must report to it regularly on the implementation of the programmes for which it is responsible.
