Explanatory Memorandum to COM(2013)891 - Appointment of members of the European Social Fund Committee

This proposal concerns the renewal of the membership of the European Social Fund Committee (hereinafter “Committee”).

This Committee has been set up under Article 163 TFEU in order to assist the Commission in the administration of the European Social Fund (ESF).

Article 104 of Regulation (EC) No 1083/2006 of 11 July 2006 laying down general provisions on the European Regional Development Fund, the European Social Fund and the Cohesion Fund and repealing Regulation (EC) No 1260/1999[1] lays down the provisions relating to the organisation and the tasks of this Committee.

According to this provision, the Committee should be composed of one government representative, one representative of the workers' organisations and one representative of the employers' organisations from each Member State. For each Member State, an alternate should be appointed for each category of representative. The representatives and alternates are appointed by the Council, acting on a proposal from the Commission for a period of three years.

By Decision 2010/C 53/02 of 22 February 2010, the Council decided to appoint the members and alternate members of the Committee for the period from 1 January 2010 to 31 December 2012.

In view of the nominations submitted by the Member States in accordance with Article 104(2) of Regulation (EC) No 1083/2006, the Commission submits to the Council the present proposal for a Council Decision appointing members and alternate members of the European Social Fund Committee for the period from 1 January 2013 to 31 December 2013.
